Create new temporary resource. Note that this is step one in the two step flow for creating resources via the Gateway (Secrets Proxy). This will first pick a private key for the resource (generating a new one or reusing an existing one based on the subscription security configuration). It will then generate a valid biscuit to enable authorizing the resource creation as well provide a public key to associate with the resource. Finally, it provides a temporary, unique resource code which must be provided in step two to finalize the resource creation.
